Costing Engineer

JOB DESCRIPTION

The Cost Engineer, (CE) monitors and analyses project cost estimates, expenditures, and forecasts. Deep technical knowledge of the work involved and the ability to use cost-estimating methods is necessary. The CE also works on projects/matters of limited complexity in a support role and under close supervision by the Manager.

DUTIES & RESPONSIBILITIES

  • Use lean, practical and engineering knowledge in costing
  • Study and understand all relevant project documents relating to the cost management of allocated projects
  • Establish project control budgets based on the client approved Project Control Estimate
  • Assist Project Management Team in identifying and gaining approval of Estimates/ Change Requests
  • Perform a variety of Cost Engineering functions including cost control, budget preparations, forecasting and cost reporting
  • Review cost commitment and expenditure information (for all cost elements), for input to the cost control and reporting system on a weekly basis
  • Prepare regular cost reports and advise management of any forecast cost overruns, to maintain comprehensive accessible registers of financial approvals, variations, and change orders

QUALIFICATIONS

  • Diploma/Degree in Engineering or Finance with relevant experience in the related field
  • Technical skill in manufacturing costing methods, including standard cost and activity-based costing, spreadsheets, word processing, presentation software knowledge of the current quality specifications
  • Minimum 3 years of experience in the related industry

Rotating Equipment Manager

JOB DESCRIPTION

The Rotating Equipment Manager monitors, oversees, and manages the Team that supports standardization, direction and guidance for the mechanical aspect in the area of Rotating Equipment. This key position requires a deep technical knowledge of the work involved, and the candidate should be comfortable with overhauling of all types of rotating equipment.

DUTIES & RESPONSIBILITIES

  • Manages a team of Rotating Equipment Engineers, Specialists and Technicians;
  • Familiar with the design, construction, and operations of rotating equipment like pumps, (all types), compressor, steam turbines, mixers, mechanical seals, dry gas seals, air fin coolers, cooling towers;
  • Represents the Company on discussions and matters relating to equipment specifications, modifications, and repairs, required with vendors and clients
  • Oversee and manages the overhaul, inspection, site installation, and commissioning, where applicable, of equipment;
  • Develop maintenance strategies for both old, and new, equipment
  • Recommendation of spare parts requirements for rotating equipment
  • Drive the planning activities to develop plans, work packages, bills of materials, and estimate of resources
  • Supervise and review the preparation of clear, concise, overhaul and inspection reports, which are to be submitted to client upon completion of the work
  • Review, and update, work procedures to best in class standard
  • Maintain and review operation procedures, method statements and risk assessments
  • Review and update work order flow document, Inspection procedures, and check list, to best in class standard
  • Lead in-house, and external training program for technicians and supervisors
  • Eliminate rework items by strengthening the Q/C procedures

QUALIFICATIONS

  • Possess at least a Bachelor’s Degree, or equivalent, in Mechanical Engineering
  • At least 10 Years of practical experience in Rotating Equipment in the related industry
  • Familiar with balancing machines and tools such as laser alignment etc
  • Possess excellent analytical skills
  • Possess excellent Oral and Communication Skills with the ability to communicate with staff of all levels and understand the correct sequence of their tasks
  • Excellent Leadership and Management experience is preferred

 

Integrated Maintenance Planner

JOB DESCRIPTION

Mun Siong Engineering is looking for an integrated maintenance planner to cover the planning of maintenance work, over multiple disciplines, for a major oil and gas company plant in Singapore. This is a permanent staff position, working in a team of approximately 50 professionals and 200 craft workers. The candidate will be expected to take a leadership position within the planners and report to the site manager.

DUTIES & RESPONSIBILITIES

  • Lead a team of planners and schedulers to plan daily maintenance work activities for the site.
  • Prepare reports for the site manager.
  • Develop detailed job plans including resource requirements, safety plans, job steps, durations, material and equipment needs and cost estimates.
  • Perform work activities efficiently while continuously looking for cost-saving opportunities.
  • Work closely with the site cost engineer to gather estimates from contractors.
  • Coordinate planning resources in accordance with plant maintenance and specifications, cost estimates, schedules, safety requirement, quality requirements, various procedures, standards, practices, etc.
  • To closely oversee and monitor the progress of the maintenance activities as per the job plans, work lists and provide detailed milestones schedule.
  • Provide guidance to junior maintenance planners, monitor their performance. Update plans with any approved change orders and develops new plans.
  • Managing data collection and information gathering to more effectively plan work in the future.
  • Work closely with client planners, verify effective communication is maintained to carry out day-to-day maintenance tasks, including:
    • Developing an integrated maintenance schedule, as well as plans of resources required for maintenance works, including equipment and manpower loading.
    • Handling scope changes.
    • Monitoring critical path activities provide updated information to various parties involved.
    • Ensure maximum utilization of resources from subcontractors.
    • Update progress and prepare look-ahead schedules, resource and manpower loading, and the execution plan for daily maintenance work.

QUALIFICATIONS

  • Should possess a Bachelor’s Degree in Mechanical/Electrical/Chemical Engineering or equivalent
  • At least 5-7 years of relevant experience plant maintenance, specifically with mechanical, electrical and instrumentation disciplines in the downstream onshore oil and gas industry.
  • Well versed in Project Management Software such as Primavera, Computerised Maintenance Management System (CMMS) and MS Project scheduling tools
  • Experienced in electrical equipment and work such as protective relaying, arc fault and short circuit analysis, load studies, switchgear, transformers, motor control centers, emergency generators, UPS & variable frequency drives
  • Experienced in instrumentation and work such as transmitters, calibration, loop checks etc.
  • Good Knowledge of Electrical Standards and Codes (i.e. NEC, IES, etc.)
  • Good Knowledge of various mechanical trades’ skills like pipe fitting, welding, etc.
  • Good understanding of mechanical maintenance works for Heat Exchangers, Vessels, Columns, Furnaces, Rotating Equipment and Reactors.
  • Should possess working knowledge of mechanical related trades like scaffolding, insulation and painting.
  • Must have basic knowledge of the O&G industry standards relevant to disciplines like scaffolding, insulation, painting (SIP) and E&I.
  • Proficient in reading mechanical drawings, blueprints, isometrics, P&IDs, electrical loop diagrams, schematics.
  • Ability to understand field changes and red-line drawings.
  • Have adequate craft knowledge and skill to accurately estimate labor hours, material and equipment requirements and skills needed to complete a job.
  • Must be able to integrate resources from various disciplines like SIP or E&I, to plan end-to-end smooth execution of mechanical maintenance activity.
  • Must have a demonstrated ability to visualize and communicate the work execution plan.
  • Able to demonstrate good organization and planning skills.
  • Good teamwork, interpersonal skills, and ability to work with multiple workgroups and cultures.

The Company Driver is responsible for conveying materials, equipment and staff of the organisation to the required destinations. He is expected to be able to commit to the given timeline and comply to all safety and traffic rules.

  • Perform delivery and despatch duties for the company
  • Maintaining of company’s vehicle and to report immediately if there are any defects
  • Perform ad-hoc duties as and when required
